Parker was born in St. Louis, Missouri, on April 19, 1986, to Sara and Larry Parker. Her two older brothers are Anthony Parker, a former NBA basketball player, and Marcus Parker, a doctor. Parker and her family relocated to Naperville, Illinois, when she was two years old, and she spent the rest of her childhood there. Her family was hardcore basketball enthusiasts, so she began playing at a young age. Her father was a basketball player at the University of Iowa in the 1970s. The Parkers were also ardent Chicago Bulls fans. Candace was scared about playing basketball because she didn't think she'd be able to match her father and brother's level of play, so she focused on soccer instead. Her family didn't persuade her to play until she was in eighth grade.

In 2003 and 2004, she led her high school football team to state titles in Class AA. During her high school football career, she received numerous honors, including USA Player of the Year, Naismith and Gatorade Awards, and consensus selection as Illinois Player of the Year. She eventually went on to play for the Tennessee Lady Vols at the University of Tennessee.

Parker was only the second junior and the only woman to win the Gatorade National Girls Basketball Player of the Year award twice in high school, in 2003 and 2004. She was a two-time consensus national player of the year and led Tennessee to two consecutive national titles (2007, 2008). She was voted the Final Four's most outstanding player on both occasions. She made history as the first woman to dunk in an NCAA tournament game and the first woman to dunk twice in a college game as a redshirt freshman. Parker received long-term sponsorship deals with Adidas and Gatorade after being selected in the WNBA Draft.

Parker was instrumental in the Sparks' first WNBA Finals championship since 2002 in 2016. Parker was a key part of the Sky's first WNBA championship in 2021.
